Low-Substituted Hydroxypropyl Cellulose (L-HPC) is a non-ionic cellulose ether derivative obtained by etherification of alkaline cellulose with propylene oxide. Its core characteristic is "low substitution" - the hydroxypropoxy content on the anhydroglucose unit of cellulose is low. Calculated on the dried basis, the content of hydroxypropoxy (OCH2CHOHCH3) is 5.0%-16.0%, and the molar substitution degree is about 0.2.

Appearance is white or off-white powder, odorless and tasteless. It is insoluble in water at room temperature, but swells and absorbs water upon contact with water. The powder has a relatively large specific surface area and porosity.
